Dramatic Dashcam: Screaming 15-Year-Old Girl Pepper Sprayed After Biting Officer

TC Palm: The girl was stopped for violating the city's curfew law. The officer writes in the police report that at one point, the girl "clamped down on my hand/wrist and I felt immediate pain shot up my arm. The pain was shocking, and I thought the suspect was going to extract a large piece of flesh from my hand.” The police chief weighed in on the matter. "It is shocking to see that a police officer has had to use that level of force against a child. But ... my opinion is he responded appropriately and in accordance with our policies," he said.

He had her hands up too high in the back in my opinion. She didn’t look like wshe was resisting. If this is how officers act, then I wonder about the airport scene last week. I understand they have to deal with all kinds of issues, but perhaps they could be more humane with this woman a well as others. Pepper spraying her face like that was horrible to me, she couldn’t wipe her face or anything. I feel that she probably didn’t have to be handcuffed because she was breaking curfew, just taken down to the station.

This officer did everything correctly. He even went in front of the camera and turned the volume on so there would be no questions as to how he acted, or to whether or not he used too much force. Perfectly executed by the officer, and shame on anyone who thinks otherwise. Regardless of the biting, how many more chances should she get before she is forcefully put in handcuffs? She is wasting that officers time from getting back to his job and patrolling the streets….This girl had it coming.

What in the world is that kid doing on the street that late at night after curfew anyway. I was raised to accept the consequences of my actions. He had a tv and tape recorder, knowing this was going to be a “sensitive issue.” My reflex was to bounce her head off the hood of the car five or six times to get the cuffs on. I would have also shackled her ankles.

It’s sad for the cop because this is going to be a pain in his butt for a while, but he did a great job – surely better than most of us would or could do under those circumstances.

The problem is the pervasive attitude that you do not have to do what the police tell you to do. This girl had obviously been taught to defy authority. Complying with the demands of a police officer is not optional. Resisting arrest is a crime.

It sadden me that because of all the publicity incidents like this cause, good officers have to put their lives at more risk than they should because of fear of looking too mean. He needed to keep her on camera to show how restraint he was. He should have taken her to the ground so she could not wiggle around. This was a skinny fifteen year old. Had he taken her to the ground it would have been over in five seconds. But that would not have been on camera and people would cry brutality.

For those of you questioning the need for cuffs, officers must always stand on the side of caution when confronting people, no matter the offense. Hundreds of officers have been shot or stabbed making routine traffic stops.

In this case, she obviously had plenty of opportunities to comply but did not. He put her left arm in a stressful position to coerce her to release her right arm without resorting to more violent methods, but she continued to resist. Props to the officer.

The officer needs further training. He sounded positively robotic with his continued use of the phrase, “put your hands behind your back”. His tone didn’t change every time he said it.

He could have controlled the situation better if he’d just relaxed a bit and ceased hurting her arms. Don’t they teach these guys how to talk? Does everything they say have to be shouted?

Bottom line: the girl is a jerk but I guess she learned the hard way not to mess with bully’s with guns.

I remember back in the mid 80s at my college fraternity house seeing some police arrest some of my fraternity brothers who were drunk and acting like idiots. They just argued with the policemen and one guy was flipped, slammed on the pavement and had his head smashed with the officer’s foot. Another one had his forehead pounded in to the top of the car several times.

Meanwhile, we all cheered for the policemen because these guys deserved it. The pepper spray will wear off, and she should have followed instructions. Maybe she will learn to obey the law. If her parents disciplined her when she was younger, she would have learned to follow his instructions and the whole thing would have been avoided.

He could have used more force — and he conveyed that fact — yet he mismanaged the situation and when she bit him, and clearly she’s afraid, he punched her in the face.

She was then stunned and compliant and he could have cuffed her… but instead… he methodically pulls out his pepper spray while she’s stunned silent and lights her up.

He’d be fired.

Had the camera not been present — and there is an instant where the girl looks directly into the lens and appears to be aware of its existence behind the windshield, I have no doubt that she would have later alleged attempted rape and assault charges against the officer. The officer wisely and obviously purposefully positioned the girl directly in front of the camera and he appears to have done his job quite professionally under the circumstances. Without that dash camera (and sound), Jesse Jackson and Al Sharpton would likely have soon arrived in town to lead demonstrations against the local police, trying to raise a national furor over what is in essence the out-of-control behavior of a spoiled brat.

I’ll never understand why some people choose to make a total scene out of a situation like this. She took a bad situation and made it much worse, and you’ll notice the cop made a point of making sure it all took place in front of the dash cam as to not allow this idiot to claim things happened in a different way than they did. She got what she deserved.

I was once arrested for driving on an expired license. Notice I said expired, and not suspended. I wasn’t happy about it, but I didn’t resist arrest, and I didn’t claim that it was so unfair that I needed to bite the cop. Please, people need to grow up and live in the real world where rules of law are unavoidable.

The escalation of the police state where young girls are arrested for a curfew violation. I guess I can’t blame the cops though. If it came down to actually trying to prevent crime (drug dealers, gang members, rapists), most of the bad guys are dangerous. By comparison, man-handling a young girl may be a bit difficult at times but you won’t get shot hopefully.

I thought something was weird, and had to pause it a few times, but in the second she tried to bite him, he rears back and punches her in hte face. With her head now resting against the hood, he takes time to take out the pepper spray and squirt her in the face instead of completing the arrest.

I am not defnding the girl, she was clearly afraid but she did resist arrest and assault an officer…BUT I do find the officer over reacted by punching a 15 yr old in the face.

I would like to see the teeth marks he says came close to taking a chunk out of his flesh that justify punching a child in the face and pepper spraying after she is stunned on the hood.

I cannot see where she even managed to get a hold of his arm, he didn’t check his arm, he didn’t even look at whether he had a wound or not, he went for his pepper spray, not scrabbling for it, calmly reaching for it, then spraying her.

Watch it again, because it really seems this is a vindictive act on his part.

This young lady was clearly breaking the law. We have curfews in the country for a reason. Curfews are necessary to stop terrorism and terrorist acts by folk like this little girl. Anyone found breaking curfew laws should be handcuffed, beating and peper sprayed. Curfew is just that important. I would have never broken curfew when I was a young person. it is important that we teach our children to respect curfew laws to make this country safer. All curfew violators should be added to the government watch list and put on the no fly list, who knows why they are breaking a law so easy to follow. The caring officer is doing her a favor by getting her off the streets after curfew. Thats whyhe had to put the cuffs on her, to protect from the mean streets that xcome alive after curfew!

Parents are to blame; if parents would apply, a belt to their kids behind youngster like her would not be in this position. Just look at the news now day the lack of respect for authority not to think of each other kids have now days.
Regardless of age or gender now days a bite could be a death sentence, this individual could be HIV positive, who knows. You can see where she bit him; all she had to do is the same as I would being an adult is say ok and call from jail.
I know quite a few cops, if she would not have been so un-rulely they would have just taken her home to her parents.

I feel sorry for the girl. She was obviously not raised in an environment that taught her to respect authority. The “I-didn’t-do-anything” temper tantrum is what (a lot of) parents today accept from their kids, primarily imho because spanking is taboo. It is her parents’/parent’s fault she is this way.

The officer is not to be blamed. I doubt he is trained in child psychology and may not even be a parent himself. Contrary to what many who would see this would say, I believe he did show restraint. Not saint-like, but he tried to be unambiguous in what she was being told to do and he put her directly in front of the camera knowing that it was going to be troublesome and that his use of force would be exaggerated without a/v proof of what really happened. It was double-trouble since he is white and she is black.

From the way she was dressed, she surely didn’t look “slummy” so she is most likely just a scared girl who has been raised like a princess and did not know how to respond. This was a sad event for the two individuals involved. They, as well as the voyeurs, should move on and they should be left alone.

They both probably learned a lesson from this. The officer may be able to handle a similar situation with less intensity next time and the girl will hopefully learn to comply to avoid embarrassment and complications in the future.

Bottom line: This should not be “news”, Breitbart should know better, and Drudge should be ashamed for linking to it.

This doesn’t look real. It looks like a setup video.
Overall it looks good (I mean, the copy is wearing a uniform, and stuff like that), but there are little details that seem wrong.
How could any cop who is trained to wrestle large men into handcuffs have that much trouble with a young girl?
He sure has a lot of trouble getting out the pepper spray. Can you imagine if he had that much trouble drawing his gun?
Speaking of which, why does it take so long for her to react to the pepper spray? He sprays her and has time to put it away before she notices it in her eyes.
I guess he could be a rookie cop, but wouldn’t he would have a partner?
Question: if this is fake, who and why would they post such a thing?

Years ago I saw a video of a suspect (young black female) bite a cop right in the jewels. He and his partner had to wrestle her to the ground because she was struggling so much. As the one cop knelt by her to place the cuffs on her, she craned her head up and went *CHOMP!* The cop – obviously in great pain – then got very physical with her.

He was later reprimanded.

So let’s recap.
The black community wants less crime in their neighborhoods. But they don’t want cops to go after blacks.

…but if it’s a predominantly black neighborhood…..then who should the cops go after?

I was not a troublemaker when I was young. Nevertheless, I remember my father telling me early that if I ever had a confrontation with a police office I should comply with every request and NEVER run.

That’s a basic lesson every child should hear. Complete failure to comply with an officer undermines any complaint about the subsequent treatment.

I would like to challenge that officer to a few rounds in the ring. I’m sure he isn’t as tough without of his state issued armament. I think the girl showed restraint. She could have kicked his rear at any point if she really wanted to. Police are cowards that are picked on earlier in life. Hardly. There are no curfews in NYC. And that’s probably the biggest target for a terrorist attack. Some things are more important than your life or mine: Freedom. I would gladly give up my life for Freedom. Anyway, isn’t that what our Armed Forces are supposedly doing?

It’s hard to tell exactly what’s going on in this video. Was she in a car? Was she walking? How did she act when first approached? Did the officer ask for a phone number and try to contact an adult? All this video shows is once he put a handcuff on her, she was too stupid to follow orders. To evaluate the actions of the officer, we need to know what happened prior, if she has had similiar incidents with law enforcement, where the HELL her parents are- which is who probably should have been sprayed, handcuffed and carted off to jail.

Once money or camera time becomes an issue in this, Jackson and Sharpton WILL arrive, but not until then. After September 11, 2001, neither Jackson nor Sharpton could be found anywhere on American media for weeks. The minute that the issue of allocating the MILLIONS in funds for the victims’ families became an issue, Jackson suddenly and miraculously appeared all over the televsision screens!

Just like any of these cases, this is NOT a race issue! IF the woman had simply complied with the officer’s demands, it would have all concluded easily. But she created the entire drama and event. I’m becoming convinced that this is what some “rule book” in the black community says to do: create drama so that it can take on a whole new momentum and obscure the original crime or misdemeanor. Now let’s all watch it unfold, shall we?

For all of you that have just half a brain…please pay attention…I know it will be hard but try.

We don’t know what that girl did prior to what we saw off camera i.e spitting, kicking, or just plain resisting arrest. She obviously has no respect for law enforcement or rule of law in general so she has to take personal responsibility for her actions. Here’s a tip…..don’t resist or choose not to follow the directions of a police officer. You are going to lose the fight gauranteed.

Police officers are not supposed to be nice and courteous to law braking problematic people child or adult. Don’t give sympothy or reward the actions of people who don’t care about the rule of law or your well being in the first place. Also, for those of you that take the side of the criminal in this case….please don’t vote in this upcoming election. Thanks!

I too am wondering why the officer took so long to get the skinny girl in the cuffs, but then again, I’ve never tried to put handcuffs on someone who didn’t want them put on. I’m sure if the cop wanted to use more force it wouldn’t have taken so long.

Sam: how do you suggest he should have subdued her? She was obviously loaded, violently resisting, and not thinking rationally. The girl needs to be charged with assault, and resisting arrest. He did exactly what he should have done.

Eyes watching: the video only shows that part of the altercation where she is resisting. We did not see all the talking that happened before. Surely he did do what you said, trying to get her to do what he needed her to do, and she refused. He escalated the force only as she escalated her resistance.

Anyone who is dumb enough to resist police deserves a lot more than what she got. Cops deal with the lowlifes of the earth at their worst. So do we really want to make their lives more difficult when they stop us for violations, or make it easy for them to be nice to us? he doesnt know for sure if she might have a gun or knife; a ‘child’ can kill just as easily as an adult. Cops are trying to stay alive and do their jobs. We control how cops react to us -with respect or with force.

He was polite. He repeated over and over what had to be done. He talked calmly and explained more then once. You anarchists like “threatening rich Scott” an ass who will take us “all down” is exactly the problem. The cop should get an award for restraint. It is not his job to correct some parents mistakes on the street. She acted like a punk, it’s all on camera, and they should arrest her parents for negligence and contributing to the delinquency for allowing her out, and not teaching her the rules of civilized society.
