Or stupid.

Excuse me, but why should their insurance company have to pay when the dive boat LEFT with two fewer people aboard than they arrived with? This is NOT a unique story. Precisely this has happened before. You are putting your lives in the hands of people you don’t know. Best inquire about procedures, and watch to see that they are followed. Are there a crew members whose sole duty is to COUNT the number of people who go over the side while that is happening, and to WRITE that number on a water proof board? The crew didn’t see that buoy, because they weren’t LOOKING for it. Do they count, and double check those who come back, and do a name roll call before leaving the dive area?

Guess not on this boat.

You should watch the story before you comment. The boat did not leave. The boat stayed and radioed in the rescue personnel.

And the journalists should check their facts, “Open Water” is NOT a true story. No more so than Titanic is a documentary. “Open Water” is a hypothetical fiction based on an actual event (which is very questionable in itself if the talking heads would do any research.)

Bottom Line: The dive boat should have done a roll call x name (not counted) before they left. It’s the dive company (and or their insurance company) that should have to pay for the search and rescue. When after X # minutes (given dive depths, etc) they didn’t have all accounted for, they should have gone into high gear and begun a search, calling for support. Sometimes things get crazy on these cattle boats and as such – they need to be even more vigilant with headcount.

Several hundred meters from a boat is NOT that far (maybe a bit far for standards but it sometimes happens) – especially if you have a safety sausage (which they appeared to have). These two appeared to have done all the right things.
